The general CDNs have servers located in different data centers which are close to large connection points between Internet service providers. CDN copies the content and serves it to the internet users.
On demand CDNs deliver content in parts i.e. small parts of the videos at a time allowing the users to watch it seamlessly without having to wait for the complete video to download. Streaming videos consume a lot of bandwidth and is an expensive affair. Building and maintaining the CDNs will be taxing on your budget.
