The most common way to import Gmail contacts to outlook is given below. The contact files other than Gmail can be done the same way by transforming them into a .csv file, and after that importing them into Outlook.

From your Gmail account, select Gmail >Contacts Select the option More > Export. Select the contact group you want to export. Choose the export format Outlook CSV. Select Export. When prompted, choose Save As an option, and browse to a location to save the file.
Note: Google does not export the images of your contacts.
To export Google contacts choose contacts which you want to export and select Outlook csv format Step 2: Time to import Gmail contacts to Outlook
Opt File > Open & Export > Import/Export. Choose Import from some other program or file > Next. Select Comma Separated Values > Next. In the Import a File box, navigate to select the .csv file you saved your Gmail contacts to. Select how you want Outlook to handle duplicate contacts > Next. In the Select a destination folder box, scroll to the top if required and select the Contacts folder > Next. Finally select Finish.
Outlook imports your contacts to Outlook.
Step 3: View your contacts in Outlook In Outlook, select Address Book, choose the name of your mailbox and then select Contacts.
The list of contacts is available in your Address Book.
