Subfolders is the best option while new domain can be preferred if the content is exceptionally good and if it can create lot of backlinks.

Subfolders are the best option as it can adopt the parent site to get ranking immediately. It integrates better with the parent site and offers a better user experience.
Subdomains again need to generate a reputation with backlinks and may not rank as higher as a subfolder.
