Both the terms reseller hosting and reseller programs are quite different from each other. When you take up reseller hosting, it means that you are purchasing a defined volume of resources which you can further divide and sell onto other clients. Let’s assume that you purchase near about 30GB of disk space, 300GB of bandwidth and have 30 end users each assigned with 1GB of disk space, 10GB of bandwidth. There are some reseller hosts who will even let you to oversell. Instead of confining yourself to 30 customers each allocated 1GB, you might have 50 clients allocated 1GB as each client is using less than 500mb of disk space. While in a reseller program, you are usually given commissions on the products or services you are selling. Some companies even allow you to set your own prices, while some don't. However, either way you are given little control over the product offering. In case, you find your reseller program doesn’t offer services up to the mark, it won’t be feasible for you to switch your clients away. But, with reseller hosting it is quite possible ( even though not easy if your host won't generate backups for you).
